Envisager was founded in 2003 to offer consulting and advisory services to banks, funds, companies and governments on water policy, environmental and strategic management issues. It is run by Dr David Lloyd Owen, who has worked as an equity analyst and strategic consultant for 22 years, concentrating on the water sector since 1989. Recent contracts have included dispute resolution services for various clients, company and market analysis for companies and listed and unlisted equity investors, appraising the role and potential for water PSP internationally and policy analysis. Dr Lloyd Owen is a non-executive director of EnviroGene Limited, a member of Glas Cymru Cyf and sits on the advisory boards of the Pictet Funds Water Fund and XPV Capitals Water Fund. Since 1999, he has written the Pinsent Masons Water Yearbook and wroteFinancing water and wastewater to 2025: From necessity to sustainability (Thomsons Financial) in 2006, along with a monthly column for Global Water Intelligence.
