Article supplied by the CTA Centre
THE Streetworks (Qualifications of Supervisors and Operatives) (England) Regulations 2009 came into force on April 6, 2010, and have the following impact on holders of street works qualifications.
1. Signing, Lighting & Guarding (Operatives unit 2, Supervisors unit 10)
*In accordance with the latest
regulations, unit 2 and unit 10 are full and recognisable qualifications in their own right from April 6, 2010. *All operatives/supervisors are required to register their respective unit 2 and unit 10 full qualifications with the Street Works Qualification Register (SWQR) from April 6, 2011. This means that: a. From April 1, 2010, all candidates successfully completing units 2 or 10 will automatically be issued with the full qualification certificate. For unit 2, the qualification title is Signing, Lighting & Guarding and for unit 10 it is Monitoring Signing, Lighting and Guarding.
b. From April 1, 2010, all full
qualification details for unit 2 and unit 10 will automatically be transferred to the SWQR. c. From April 1, 2010, successful candidates on units 2 and 10 are able to have their qualifications registered with SWQR. This is voluntary until April 6, 2011, when it becomes mandatory.
d. Existing candidates that
have previously gained two single units 2 and 10 are encouraged to apply to have their units registered as full qualifications with the SWQR. To do this, an application form is downloadable from the SWQR at
www.swqr.org.uk. The form should be sent with a copy (not the original) of the City & Guilds Certificate. e. From April 6, 2011, there will be a period of six months in which all holders of units 2 and 10 must be registered with the SWQR. Any candidates failing to register will have to resit the original assessments.
2. Mandatory reassessment for all operatives and supervisors From April 2011, there will be

a mandatory requirement for all operatives and supervisors to undertake a reassessment every five years in order to renew their street works cards with the SWQR. In response to this, City & Guilds has commenced the development of the reassessment qualification which will be delivered from the beginning of October 2010.
It is believed that the reassessment will take the form of the need to answer approximately 20 written questions per unit (time allowed is 45 minutes per unit). Most registered street works training centres should be registered as reassessment centres and most will probably hold reassessment training days.
