Changes to Building Regs


Stephen Homer, a former chairman of the CIC South West (Devon & Cornwall), discusses proposed changes to certain parts of the Building Regulations.


THE proposed amendments to Parts F, J and L of the Building Regulations 2000 which are due to come into force in October 2010 are in the news again as the Department for Communities and Local Government published the response to the consultation period which ended in 2009. These amendments will: *introduce new requirements and guidance for the installation and commissioning of fixed mechanical ventilation systems (Part F)


*ensure that combustion appliances function safely in more airtight homes (Part J) *improve

efficiency of new homes by 25% (Part L).


The breakdown of the responses to the consultation indicates that the majority of the mainstream building industry who took part in the consultation support the tighter rules. Part F (means of ventilation) includes new requirements and guidance for the installation and commissioning of fixed mechanical ventilation systems. The amendments aim to maintain indoor air quality and to avoid the ill health effects that may result from the increase in airtight buildings because of the changes to Part L. The changes include a requirement to give notice of the commissioning of fixed mechanical ventilation systems


to the local building control body. They require the person carrying out the work to provide information about the building’s ventilation system and its maintenance to the owner. They introduce a requirement in new homes for the person carrying out the work to test the mechanical ventilation air flow rate to ensure it complies with Part F. Part J (combustion appliances and fuel storage systems) aims to ensure the proper functioning of combustion appliances in more airtight homes and introduces a requirement for carbon monoxide alarms be installed in dwellings with new solid fuel appliances. Part L (conservation of fuel and power) amends the exemption from the energy efficiency requirements that currently applies to porches and conservatories; and introduces a requirement to give notice to the local building control body of the target carbon dioxide emission rate for the building before work starts. This applies to both new builds and conversions.


The proposed amendments to the related approved documents, which set out the detailed practical guidance on complying with the regulations, are yet to be published. If you have any queries or need further information please do not hesitate to contact me on s.homer@ashfords.co.uk.
