The last resort for the government in dealing with tax revolts or more serious disturbances would be the People’s Liberation Army (PLA). It could once have been regarded as unswervingly loyal and it enjoyed great national prestige, but its effi ciency and reliability have been put under considerable strain. During the 1980s there was a move to reduce the size of the PLA by one quarter, and many men and women in the services were moved to non-military duties, which included manufacturing and other business-related activities. Recruitment suffered because fi t young peasants, the backbone of the army for forty years, preferred more profi table occupations such as private farming or establishing their own businesses. It is also widely believed that some sections of the PLA are unhappy about the image of the military after the suppression of the Tian’anmen demonstrations in 1989 and may be unwilling to act in the same way again. The Hong Kong news magazine Zheng Ming, which has always maintained connections with high-placed sources in Beijing, reported that army garrisons were reshuffl ed during the 1990s to avoid the threat of factional disputes at a senior level within the PLA and CCP about the nature of ‘reform’ within the military. The army has now been stripped of its business activities and has become more professional and this has probably reduced the level of discontent.

In the old days, whenever there were threats of disorder, the approach adopted by conservatives in the CCP hierarchy was to fall back on military training accompa- nied by political education and ideological pressure, using tired revolutionary models such as the soldier hero Lei Feng and the model offi cial Jiao Yulu. The response of young Chinese today is even more unenthusiastic than it was in the past, and the military training for university students, which was introduced after the suppression of the 4 June demonstrations in 1989, lapsed fairly swiftly. Although there appears to be an acceptance that these measures failed and that China’s problems can no longer be resolved by returning to the old authoritarian thinking of control, ideological education and military training, no viable political alternatives have been put forward by the central political leadership. One notable feature of the reform decade has been a marked growth in the regionalisation of the economy, initially in the Special Economic Zones of the southern coastal provinces but also in the border areas of the north- west, the northeast, Tibet and the southwest, where the liberalisation of cross- border trade with Central Asia, India and Pakistan respectively brought local economic growth that was unprecedented in post-war China. Although there have been other periods of decentralisation, including the years of the Cultural Revolution, it is possible now to discern in the regions strong feelings of polit- ical and economic consciousness, even in the northwest border area which has long been regarded as one of the most backward in China. Where there is a confl ict of interest between local fi nancial needs and national requirements, as in the case of a celebrated dispute between Guangdong province and Beijing over the payment of taxes, it can no longer be assumed that Beijing will automatically get its way.
