Work begins on Pakistan deepwater terminal

China Harbour Engineer ing Co (CHEC) has started preliminary infra- structure work on Pakistan’s new deepwater container terminal at the Keamari Groyne basin on the eastern tip of Karachi harbour. The marine protection works, includ-

ing three breakwaters and a sand dyke, will cost US$250M and be completed in 30 months, Karachi Port Trust (KPT) chairwoman Nasreen Haque said. She said the total cost of the South Asia Pakistan Terminals project will be

US$1.6B. Dredging and reclamation work is already underway. The terminal itself, to be built by

Hutchison Port Holdings (HPH) under a 25-year concession, will have a 1,500m quay with a depth alongside of up to 18m, and 85 hectares of yard area. The four-berth terminal will increase Karachi’s handling capacity from 2M TEU to 4M TEU/year. Karachi currently has two container

terminals - the state-run Pakistan Inter- national Container Terminal (PICT) and

the HPH-operated Karachi International Container Terminal (KICT). The three-berth KICT has a quay

length of 963m and yard area of 26 hec- tares. Dredging will start this year to increase alongside depth to 14m from 11-12m now. ● APL's new “one-stop” container freight station has opened at Pakistan’s Port Qasim to provide consolidation, storage and cargo handling services that had pre- viously been spread over three facilities. As regional hub, the new terminal is ex- pected to deliver cost savings and improve transit times by allowing APL to stream- line its trucking, customs brokerage and freight management capabilities. Phase 1 of Fuling Huangqi Container Terminal, the second largest in Chongqing on the upper reaches of Chi- na’s Yangtze River, has become opera- tional. The terminal, costing Yuan650M (US$95.2M), has two berths with a yard area of 55,000 m2

and is capable of han-

dling 200,000 TEU a year. The terminal will be an important

hub for cargo flows to and from the hinterlands of south eastern Chonqing and northern Guizhou province. Yangtze River Administration figures

show that cargo volumes on the Yangtze trunk line increased 30% year-on-year in March to 110mt, while container throughput rose 0.7% to 690,000 TEU. For the first three months of the year, total volumes rose 34% but container throughput fell 5% to 1.88M TEU.

The Australian Transport Safety Bureau (ATSB) has issued warnings about dou- ble-stacking of container trains follow- ing investigations into a major derailment in Western Australia in late 2008. A transcontinental Perth-Melbourne

intermodal service operated by Pacific National (PN) derailed on the Nullarbor Plain approximately 11 km west of Loongana in Western Australia, causing significant damage to containers, rolling stock and track. The ATSB investigation found that the

train had been hit by high winds in a storm front, which initially caused a five- pack wagon, double-stacked with empty 40ft containers, to tip and then overturn. This resulted in several more wagons de- railing and the train separating, before loco drivers were able to bring it to a safe halt. “The combined effects of atmospheric

wind and induced wind due to train movement were likely to have been suf- ficient to initiate the overturning and sub- sequent derailment of a lightly loaded, double-stacked wagon and other vehi- cles,” the ATSB said. The Bureau said that while PN had

an effective loading regime covering weight distribution of laden containers, its official manual “did not comprehen- sively consider lightly loaded or empty double-stacked container vehicles or identify classes of other freight vehicles that exhibit a large vertical surface area and their suitability for operation under high wind conditions.” The ATSB made several recommen-

dations, including that rail operators avoid double-stacking of large empty containers on any one wagon or plat- form. PN has implemented changes ban- ning the practice on certain wagon types and will also introduce an early weather warning system for trains operating in high wind conditions.
