Problem Oriented Policing Unit Seizes 1.5 Pounds of Marijuana

On April 25, at approximately 8:53 p.m., members of the Pelham Police Problem Oriented Policing Unit stopped a vehicle on Dutton Road for suspended registrations. The operator of the vehicle was identified as Daniel R. McCarthy, 21, of Fort Myers, FL. In speaking to the driver, the officers learned that the vehicle belonged to a friend of his and he was not aware that the registration had been suspended.

Officers began to issue a citation to

the driver and were preparing to have the vehicle towed. While conducting an inventory search of the vehicle, officers located a plastic bag behind the driver’s seat that contained approximately 1.5 pounds of what is believed to be marijuana. The driver of the

vehicle was then taken into custody. McCarthy has

been charged with Possession of Marijuana with Intent to Distribute (Felony), Possession of Marijuana (Misdemeanor), Transporting Marijuana

(Misdemeanor), Unregistered Motor Vehicle (Violation), and Littering (Violation). McCarthy was held on $10,000 cash bail and was scheduled for arraignment at Salem District Court.

Suspect Arrested for Overnight Residential Burglary

On Friday, April 6, at approximately 2 p.m., a resident reported to the Pelham Police Department that her residence on St. Margaret’s Drive had been burglarized. During the course of the investigation, it was determined that the home was, in fact, burglarized overnight while she and her family slept. Entry to the residence was gained through an unlocked front door. The victim stated that a male subject had awakened her at approximately 4 a.m. in her bedroom. The victim and the suspect were known to one another. Once confronted by the victim, the suspect fled the residence with the victim’s ATM card.

The suspect was identified as Eric Shaughnessy, 27, of Nashua.

After leaving the victim’s residence, Shaughnessy went to the victim’s bank and made two attempts to withdraw $300 from her bank account via the stolen ATM card. Shaughnessy was unable to successfully withdraw the money. Police located Shaughnessy and he was subsequently arrested.

Shaughnessy was charged with Burglary and

Fraudulent Use of a Credit Card. Shaughnessy was released on $25,000 personal recognizance bail and will be arraigned on April 26 at Salem District Court.

Nude Prowler Arrested

At approximately 2:48 a.m. on Monday, April 26,

the Pelham Police Department received a report from a resident of Herrick Circle that a male individual was running around the exterior of the house with no clothes on.

Officers were immediately dispatched to the residence

while the dispatcher kept the female caller on the telephone. As officers were responding to the residence, the caller reported that the male was trying to gain entry into the house through the front door. As officers arrived, the caller reported that she could no longer see the male outside of the residence.

Officers were able to locate a male individual seated

in a vehicle at the corner of Young’s Crossing and Koper Lane. The occupant of the vehicle was found to be intoxicated and disheveled in appearance; he had no shoes on, one sock, and his pants were undone. He was identified as Nicholas Berube, 21, of Manchester. Officers were able to learn that Berube was the

individual on Herrick Circle; he was arrested for Prowling (Violation), Indecent Exposure, and Lewdness (Misdemeanor). Berube was released and scheduled to appear in Salem District Court on May 10.

Cobbetts Pond Watershed Protection Ordinance

On March 9, Windham voters elected to create the Cobbetts Pond

Watershed Protection Overlay District. The intent of creating the new zoning district is to protect and improve the water quality of Cobbetts Pond. Property owners of parcels within the district are required to adhere to the provisions of this ordinance. The Cobbetts Pond Watershed Protection Map, indicating the location of the District, can be found online at www. windhamnewhampshire.com or at the Community Development Department. If you are a property owner in this district, and are planning on modifying your property, you may be required to go through an additional review process to ensure that your proposal is in compliance with this ordinance. Any proposals deemed to be Major Proposals are required to be reviewed and approved by the Planning Board before any building permits may be issued. Examples of Major Proposals include: new potential contaminating activities; existing potential

contaminating activities; and construction, including residential, that renders more than 20 percent or 2,400 square feet of any lot impervious. Impervious surface is defined as a surface through which water does not penetrate. The intent of this is to reduce the amount of runoff that enters, and that would possibly contaminate the water quality of Cobbetts Pond.

Proposals that are considered Minor do not require Planning Board review; however, they must be reviewed by the Code Enforcement Officer and the Building Inspector before any work can be done. Examples of Minor Proposals include, but are not limited to, the following: building construction; external building repairs; agricultural activities; forestry activities; the installation or replacement of a septic tank; land grading; the installation of fuel tanks; demolition of a structure; the construction of a shed, porch, or deck; or the installation of a driveway or sidewalk. Applications for proposed development within the District must be submitted to the Community Development Department prior to any work being done or building permits being issued. These forms, as well as the Cobbetts Pond Watershed Protection Ordinance, can be found online at www.windhamnewhampshire.com or at the Community Development Department. Windham Contractor Pleads Guilty to Defrauding Elderly Nashua Homeowners

Gary Mensinger, formally doing business as East Coast Exteriors, pled guilty to the misdemeanor charges of Unfair and Deceptive Business Practices.

Mensinger was sentenced

to two 12-month sentences in the House of Correction, suspended for three years. Mensinger was also ordered to participate in a Habitat for Humanity Building Project to be held in New Orleans, LA, in May. He was fined $2,000 and also ordered to complete a business management course through the NH Homebuilders and Remodelers Association. Mensinger is also prohibited from owning or operating any home improvement business for 10 years. The victims received full restitution in the amount of $4,700, states the NH Attorney General’s office.

Burglary at PHS; Arrest Warrant Issued

On April 24, at approximately 3:29 p.m., members of the Pelham Police Department responded to a burglary alarm at Pelham High School. Upon arrival, officers found that the building was completely secure. Shortly after, one of the high school custodians arrived on scene. The custodian entered the school and continued to check the interior. The custodian quickly advised the on-scene officers that she located a male subject in the school. The custodian spoke to the male subject

and advised him that the school was closed. The subject advised that his brother does the landscaping at the school and let him in. The male subject was following the custodian out to the front door when he observed a police cruiser in front of the school. The subject asked why the police were at the school and the custodian advised him that he set off an alarm. The custodian then turned around and the subject was fleeing on foot back into the school. The male subject ran through the gymnasium of the school, out a side door, and across the playing fields into the woods. Officers searched the area for the subject and they were unsuccessful in locating him. An immediate investigation took place and officers were able to identify the suspect as Damon Bonnell, 32, of Pelham. The investigation showed that Bonnell entered the school through an unsecured window located behind a tree in the front of the school. Bonnell broke the door to the library and was originally found in the teacher’s room. The Pelham Police Department has issued an arrest warrant for Burglary against Bonnell. Anyone with additional information as to Bonnell’s whereabouts is encouraged to contact the Pelham Police Department.

Bonnell is a past graduate of the Pelham High School. Bonnell does not have any relatives that work on the high school property.
