IT IS HEREBY RESOLVED by Rotary International in Great Britain and Ireland that the BY-LAWS OF ROTARY INTERNATIONAL IN GREAT BRITAIN AND IRELAND be and are hereby amended as follows

By-law 1 General Council

Clause 14. Council of Past Presidents

(e) In the event of there being a dispute in the administration or activities of any club or District, which does not fall within Article 16 of the Standard RIBI Club Constitution or any District in RIBI, the General Council may, when appropriate, refer the dispute to the Council of Past Presidents of the Association. (f) Te Chairman of the Council of Past Presidents shall, in such circumstances, appoint a panel of three of its members to undertake an enquiry. (g) Te panel’s findings and decision shall be final and binding on all parties and shall not be subject to appeal.

Note: addendum to an existing by-law PURPOSE AND EFFECT

When the Council of Past Presidents was created at the Association’s Business Meeting, the purpose of the resolution stated that one of its activities was that a “a smaller body of Past Presidents may be called upon to assist RIBI with a specific issue and particularly act as mediators in matters involving clubs, districts and officers. Te Past Presidents would be chosen for their specific knowledge of or expertise in the subject at issue”. Tis proposal would regularise the procedure. Te proposed panel’s decision could include referral to the relevant District Governor or to the Board of Rotary International in the event of a non-functioning club.

FINANCIAL IMPACT STATEMENT Costs may, when appropriate, be necessary for meetings.

Tis resolution will, to be adopted, require the vote of not less than two thirds of the voting delegates present and voting (RIBI Constitution, Article 12 and 15 (1) and RIBI By-laws 7 and 15.)
