HISTORY
he mission of the Children First Initiative is to support each school in clos-

ing the achievement gap and expanding the sphere of success to include
every student within the New York City public school system. T_he funda-
mental approach is to build culture, organizations and systems within the
Department of Education and to put the success of children at the center
of adult attention and action. In order to support this culture of leadership, empower-
ment and accountability within all schools the NYC Department of Education
transform family engagement supports and services for public school families and
parent leaders. In May 2007, Chancellor Joel Klein approved the redesign of family
support services based on the proposal submitted by the new CFEO.
On July 1, 2007 the Of_f_ice for Family Engagement and Advocacy (OFEA) was estab-
lished. Chancellor Joel Klein’s commitment to broaden outreach and communication
to all families included the integration of the Translation and Interpretation Unit as
part of the Of_f_ice for Family Engagement and Advocacy. Between July 2007 and
March 2009, the T&I Unit provided over-the-phone interpreters for over 16,000 phone
with developing a framework, for family support, parent leadership, engagement and
citywide programming that would actively engage families to ensure that parent voices
could be heard at each level of the school system.
