CIPFA in partnership with the Society of District Council
Treasurers (SDCT) has recently completed the successful pilot Joseph Holmes
of a six-month leadership development programme for serving West Berkshire Council
s151 Officers and is mid way through what looks like an equally e:

successful programme for aspiring treasurers in district councils.
The need for leadership development opportunities for senior Grace Scanlin
officers has long been recognised but the opportunities to focus Grant Thornton
on leadership and personal impact are still hard to find. It was e:

against this background that CIPFA and the SDCT began work
on a leadership development programme tailored to the specific Mark McBride

an approach that is flexible enough to meet their needs and

This pointed to the benefits of an action learning approach Wirral Metropolitan Borough Council
which takes real leadership issues and uses them as a basis for e:

individual and group learning. As well as the action learning sets,
the programmes hear from council leaders, chief executives, s151 Juliet Simpson
officers and leadership experts each giving their perception on Newcastle University
the role of the treasurer. These sessions help inform the groups’ e:

and individuals’ reflections on their leadership.
We are now reviewing with SDCT how we can use the Paul Treadaway
knowledge we have gained from the pilots to create e:
