Juliette Warnke, founder and CEO of her out patient addictions counseling agency has a Bachelors Degree in Mass
Communication from the University of South Florida and is a Certified Addictions Professional. Her testimony is one
of a personal deliverance and restoration from a $300 a day crack cocaine addiction at the foot of the altar in 1987
while she was 9 weeks pregnant with her first child. Mrs. Warnke states that her agency, which is the only African
American female owned, faith based, state licensed addictions counseling agency in the state of Florida, is commit-
ted to educating her clients on developing a personal relationship with God and calling on Him for total restoration
and deliverance from their addictions.
The agency also uses didactic counseling theories in their Individual and Group Counseling Sessions and standard
addictions recovery educational material. She states that her agency is an Ordained Ministry and will not turn away
any addict who truly wants treatment and is willing to do the work required for recovery.
“I believe that for every client that I accept who can’t pay full price, God will send me three that can”. The agency
provides Screening, Consultation, Drug Evaluations and Assessments, Individual and Group Counseling sessions.
Mrs. Warnke is author of the book “…Catch on Fire…” Urban Evangelism, (her own recovery story and Evangelical
poetry), and has two daughters, Khalilah 20 and Khadijah 17.

Dr. Rongette Miller is a native of St. Petersburg, Florida. She is the youngest of six children of Alvester Sr. and Ger-
trude Miller.
After graduating from Northeast High School in 1994, Dr. Miller continued her studies and earned an Associate
Degree from St. Petersburg College. In 1998, she completed her undergraduate studies at the University of South
Florida. She obtained a Master’s in Varying Exceptionalities in 2000 and completed her Doctorate in Organizational
Leadership with a concentration in Educational Leadership in 2007 from Nova Southeastern University.
Dr. Miller is a proud member of the Zeta Upsilon Omega Chapter of Alpha Kappa Alpha, Incorporated, the St. Peters-
burg Metropolitan Section of the National Council of Negro Women, and Heroines of Jericho.
Since 2003, Dr. Miller has owned and operated Paradigm Christian Academy (PCA) located at 313 18th Avenue South
in St. Petersburg. The mission of PCA is to create a Christ-centered environment that promotes early literacy and
mathematical readiness as well as teachings based on Biblical truth. PCA serves children from ages two through

Rev., Dr. Thomas Scott holds a Bachelor's degree in Criminal Justice from the University of North Florida, an M.A.
degree from the Assembly of God Theological Seminary, and an honorary Doctorate of Divinity degree from
California School of Ministry.
He is married to Mrs. Marva L. Scott, and to this union three children were born; Marcus, Marlon and Marla. He also
has seven grandchildren. Dr. Scott has been the Senior Pastor of 34th Street Church of God for 29 years.
Dr. Scott was elected to the Tampa City Council representing District 5 and serves as Chairman of the Tampa City
Council. Councilman Scott serves as Chairman of the Tampa City Council and serves as a Board Member on the
Metropolitan Planning Organization, Tampa Sports Authority, the Tampa-Hillsborough County Expressway Author-
ity, and the Hillsborough County Transportation Task Force. He also serves as Chairman of the Affordable Housing
Advisory Board and served as Chairman of the Transportation Disadvantaged Coordinating Board in 2007.
