Outstanding Professional Achievement Award
Michael Andrade, a native of Rhode Island, holds an
MSW from Rhode Island College and is a licensed clinical
social worker. Following ten years of experience in the
rehabilitation fi eld, Mr. Andrade has been Executive
Director of The Arc of Northern Bristol County since
2003. During his tenure at The Arc, he has enhanced
services, doubled the number of staff, overseen The
Arc’s fi rst successful capital campaign, opened new
offi ces in Taunton and Cumberland, and established The
Arc’s headquarters on Park Street in Attleboro. In her
recommendation of Andrade to NCE, Jamie Crossman,
vice president of the United Way of Greater Attleboro/
Taunton stated,” Michael is a visionary leader on behalf of The Arc
as well as the community. Always displaying the utmost integrity,
excellence and professionalism Michael is a true leader for the
future of every individual and family The Arc serves.” Mr. Andrade
has provided exemplary leadership in other organizations including
the Rotary Club, The Arc of Massachusetts, and served as board
member on NCE. He is a strong collaborator and has helped form new
alliances that have aided in securing resources, as well as educating
the community about people with intellectual and developmental
disabilities and the mission of The Arc.
Outstanding Professional Achievement Award
Lou Baldino, Associate Executive Director for The Arc,
Warren County (NJ) has been a member of NCE since 1979.
He holds a Masters Degree in Social Work Administration
from Rutgers University. Mr. Baldino began his Arc career
with The Arc of Somerset County in 1976. He was hired as
a bus driver and quickly fell in love with The Arc and the
people we serve. Over the next several years he worked in
a variety of direct support and management positions at
The Arc of Somerset. He served as Executive Director of
that organization from 1987- 2005 and was instrumental in
developing numerous programs and community supports.
During his tenure he doubled the agency budget to $16
million, and greatly expanded community options for people with
disabilities. Mr. Baldino was coaxed from an early retirement to serve
as Associate Executive Director for The Arc of Warren. He has held
numerous advocacy positions relating to persons with intellectual
and developmental disabilities, including active involvement in the
local and state Human Services Advisory Council and the NJ DDD
Contracted Services Committee. He is past chair of the NJ Chapter
of NCE and is a Masters level graduate of the NCE Academy. He is
married to Rosaria (former Arc of Somerset president), with whom he
has four children: Louis, 20; Maria, 18; Michael, 16; and Hai-Ying, 9.
