HOME CARE REFORMS FOR SENIORS Sunday marked the delivery of a major part of the National Health Reform Agenda. From 1 July 2012 the Australian Government has full responsibility for Home and Community Care (HACC) services that support more than 500,000 older Australians to live independently in their own homes and communities. Minister for Ageing, Mark Butler said the transfer of responsibility for HACC services for older people to the Australian Government rationalises the system and paves the way for the reforms outlined in Living Longer Living Better. “Supporting older Australians to remain living in their own home is a key focus of our recently unveiled Living Longer Living Better aged care reform package.” “We’re investing an extra $880 million over the next 5 years for 40,000 new home care packages to help older people stay living at home,” Mr Butler said. “The HACC Program provides a foundation for future aged care reforms and is one of the first steps in the development of a consistent aged care system covering basic care at home through to high-level care in aged care facili- ties.” The Commonwealth HACC program replaces the former joint Australian Government and state government-funded HACC program in all states and territories except Victoria and Western Australia, where basic community care services will continue to be delivered under the old arrangements. State and territory governments will continue to fund HACC services for people under 65 (or under 50 for Aboriginal and Torres Strait Islander people). HACC consumers will continue to receive services from their current provider and remain in the most appropriate care setting regardless of their age. CABONNE ON NBN CO LIST FOR 2013 Cabonne is one of 17 areas in the Central West and West of the State earmarked to receive high-speed fixed wireless broadband under the national broadband network. Mayor Bob Dowling has welcomed news that the services should start to come on line from the mid to late 2013. “We have lobbied the Federal Government, both in our own right and through the CENTROC organisation of Councils, for this vital service,” Cr Dowling said. “It is essential to the growth of rural areas such as Cabonne that we have access to the latest telecommunications technology. This is great news for Cabonne residents and businesses.” While 93 per cent of homes in Australia are expected to receive high-speed broadband via fibre optic cable, fixed wireless or satellite services will be delivered where it is impractical or uneconomical to roll out cable. The company building the national broad- band network, NBN Co, has unveiled a list of local government areas where planning proposals will be lodged to deliver fixed wire- less services. Cabonne’s WBC Strategic Alliance partners Wellington and Blayney have also been named as Local Government areas to receive wireless broadband, along with neighbouring councils Bathurst, Orange, Cowra and Parkes. Cr Dowling said the company would work with local councils to identify the best locations for infrastructure such as broadcast towers. NBN Co’s Community Relations Advisor Tony Gibbs said that subject to final radio frequency planning and other approvals, the fixed wireless network would cover up to 25,000 homes in the Central West and West. “Many of these areas have little or no access to high-speed broadband or are confined to a limited service such as dial-up or older satellite systems,” he said. Fixed wireless services are transmitted directly to a small outdoor antenna on a home or business. The fixed wireless network is designed to offer internet service providers with wholesale access speeds of up to 12 megabytes per second, with plans for higher speeds in the future.
