accountable. The Health Boards (Membership and Elections) (Scotland) Bill will help
introduce a step change in culture within the NHS:
• A change from a culture of ‘we know best’ to one of openness and
consultation
• Recognition that the public must have a voice in decisions on local health
services
• Local democratic accountability, combined with staff and specialist expertise
