the vast majority are happy with the IRC formula – as demon- strated by the popularity of events run under the rule, its wide- spread application inshore and offshore and close finishes. The continuation and expansion of the rule face a multitude


of demographic, economic, political and technical challenges, and each year those associated with it meet to discuss these. This year’s IRC Congress was enlivened and enhanced by many factors, such as coping with foils and floppy Code 0s, anticipating our first World Championship (jointly with ORC, a negotiation described by one irreverent wit as akin to two elephants making love) and observing the fascinating interplay
