Beginnings Initially, the Department of Health and Medical Services (DOHMS), which was created in 1973, was the functioning authority that almost exclusively focused on health service delivery. Therefore, the DHA was created, in June


2007, by Law 13 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, with an expanded vision to include strategic oversight for the complete health sector in Dubai and enhance private sector engagement. His Highness Sheikh Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai and UAE Minister of Finance is the President of the Dubai Health Authority. His Excellency Qadhi Saeed Al Murooshid is the Director General of the DHA. The DHA’s aim in Dubai is to provide an


accessible, effective and integrated healthcare system, protect public health and improve the quality of life within the Emirate. This is a direct translation of the objectives of the Dubai Strategic Plan 2015 launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum. Keeping the strategic plan in mind, the DHA’s mission is to ensure access to health services, maintain and improve the quality of these services, improve the health status of nationals, residents and visitors and oversee a dynamic, efficient and innovative health sector. In addition to overseeing the health


sector for the Emirate of Dubai, the DHA also focuses on providing services through DHA healthcare facilities including hospitals (Al Wasl, Dubai and Rashid), specialty centres (e.g. the Dubai Diabetes Center) and DHA primary health centres spread throughout the Emirate of Dubai. An important aspect of the service delivery strategy is to focus on patients, their needs and satisfaction as well as attract, retain, nurture and support outstanding staff.

Health Planning and Investment Promotion:The DHA’s main objective here is to attract, promote and guide private investment in medical services


in Dubai by providing better and more detailed information on market conditions and preparing a detailed, transparent, long- term plan for services, facilities and human resources. This will improve people’s access to healthcare – especially given the recent and planned growth in Dubai’s population – and ensure they get care in a timely matter. It will contribute to Dubai’s standing as a business and will meet a key objective of the Dubai Strategic Plan – to move toward a greater reliance on the private sector for the delivery of healthcare services in Dubai.


Health Information Systems and Standards:The DHA’s objectives here are to improve quality by facilitating the flow of information among patients and healthcare providers; to promote transparency, competition and choice by expanding consumers’ access to information on health and healthcare in Dubai; and to promote evidence-based decision-making by collecting and publishing high-quality data and statistics.


Health Regulation: As the leading regulatory body for healthcare in Dubai – it is empowered to regulate all health care services in Dubai including public, private, Free Zone and Ministry of Health facilities – the DHA uses a range of tools to monitor, maintain and improve quality standards at healthcare facilities and ensure the quality, stability and availability of health professionals in Dubai. It will also work to protect consumers through a transparent and accessible complaints procedure.


Health Insurance and Funding: The DHA’s objective here is to develop a comprehensive healthcare funding policy that is economically sustainable, does not hurt business competitiveness or the investment climate, is consistent with UAE and regional initiatives and provides basic coverage to all residents of Dubai while maintaining existing entitlements for UAE Nationals. The main objective is access – i.e. to make sure that all of Dubai’s residents have financial access to an appropriate package of health services when they fall ill.


Health Promotion and Public Health: The DHA’s Public Health and Safety Department is responsible for all policies and strategies related to improving people’s health status – i.e. making Dubai’s population healthier.


Medical Education and Research: Assuring the quality and supply of postgraduate and continuing education for Dubai’s health professionals is a key strategic objective of the DHA. The DHA also supports and motivates research on key health issues in Dubai – including most recently through a ‘Dubai Household Health Survey’ in which 5,000 households were visited for in-depth interviews about their needs, preferences and experiences with the health system in Dubai.


service Delivery at DHa Healthcare Facilities: The DHA also owns and operates an extensive network of hospitals, primary healthcare centers and specialized centers for the benefit of the Dubai population. In line with its strategy, the DHA has a number of healthcare projects including:  The Al Jalila Children’s Specialty Hospital  Al Maktoum Accident and Emergency Hospital in Jebel Ali. 

DHa mission: To ensure access to health services, maintain and improve the quality of these services, improve health status of nationals, residents and visitors and oversee a dynamic, efficient and innovative health sector through a combination of sector-wide policy and strategy and service delivery at the DHA’s own healthcare facilities.


our HealtHcare services: Hospitals:  Dubai Hospital  Al Wasl Hospital  Rashid Hospital  Hatta Hospital In addition to this, we have 13 primary healthcare centres across the Emirate. The DHA also conducts medical


fitness services through dedicated medical fitness centres and braches within its primary healthcare centres. There are 16 locations in the Emirate where people can go to avail of medical fitness services.
