Need Money? Let’s Go to the Boaters
Boaters already pay way more in fees and taxes than they get out, so why are we such a constant target when Olympia needs some more cash. I received an ACTION ALERT from RBAW (Recreational Boaters Association of Washington) advising boaters of House Bill 2444 which wants to take $150,000 out of the Recreation Resource Account (RRA). The RRA was created through a voter-passed initiative, was put in place to take unclaimed non-highway gas tax purchases that are technically eligible for a refund, and contribute them toward the infrastructure for recreational boating. House Bill 2444, sponsored by Rep. Jeff Morris (D-Anacortes) wants to take $150,000 from the RRA for a study development for a Marine Innovation Center at Skagit Valley College. Now, no offense to SVC, it’s a fine school, but is the RRA so flush and the infrastructure (launch ramps, etc.) in such good shape that we can afford to spend money on a study? I must admit to a instant recoil when I hear the word “study” when it relates to funds. It seems that once studies are done, there’s no money left to do what the study was done for in the first place. There’s also Senate Bill 6264, sponsored by Sen. Kevin Ranker (D-Anacortes) which hopes to add $1 to various types of vessel registration fees to develop a Marine Innovation Center at Skagit Valley College. I agree with RBAW that “The Marine Innovation Center would be housed at an institute of higher education (Skagit Valley College) – if this is a worthy idea, the Legislature should take the funding to study it or develop it from their higher education budget, or seek grants – not raid a capital account or add a fee on boaters.” If you’d like to find out more about HB 2444 and SB 6264 and other
