pallets distribution l

According to the ISPM15 regulations, re-treatment and re-marking of WPM is only required when shipping from one country to another if the WPM has been repaired, but Chinese AQSIQ officials were

arguing that WPM

must be retreated and re-

marked in the country of re- export, regardless of the original treatment and markings.

The European Commission

confirmed in August that this particular incident had been resolved and that AQSIQ officials now agreed with the EU interpretation of ISPM15. However, this is not the first time that ISPM15 has been called into question.

Previously, a leading pharmaceutical company had a high-value 20-pallet order of Penicillin refused entry by Chinese port officials because of a tiny hole in one of the wooden pallets,

despite

documents proving that they complied with ISPM15 heat treatment standards.

Goods exported on timber pallets can be stopped if the pallet’s ISPM15 mark is scuffed, if the pallet has surface blemishes or if it’s been repaired and

New pallet e-Buyers’ Guide launched

Phytosanitary heat treatment regulations were introduced in 2002 to regulate wood packaging material in international trade – more specifically to prevent the spread of wood-borne pests. EU countries are currently exempt from the ISPM15, apart from Portugal, where there was a major outbreak of pinewood nematode in 2008. Although the extension of the ISPM15 to intra-country

movements of goods on wooden pallets within the EU is not currently in the pipeline, it could be implemented if another incident of infestation in Europe is reported.

companies, and the

embarrassment of missed delivery deadlines.

Plastic pallets offer a hassle- free solution for exporters. They are exempt from ISPM15

regulations and lightweight, low-cost models are ideal for export consignments and one-way trips. Plastic pallets also offer the additional benefits of safer handling without nails and splinters, improved hygiene, water-resistance, no mould or dust contamination, and they can also be manufactured from recycled material. A nestable plastic pallet costs just 10% more than a new heat-treated wooden pallet. So, the additional cost for using nestable plastic pallets for an export consignment worth £3,000 equates to just 0.06% of the overall order.

With so much at stake from getting caught up in ISPM15 compliance issues, it makes sense for exporters to invest a tiny fraction of the value of their goods being exported and buy plastic. ●
