NICEIC CALLS ON GOVERNMENT TO LISTEN OVER PART P


NICEIC is asking the government to listen to its registered contractors over proposed changes to Part P of the Building Regulations. Part P is currently under review by the Department for Communities and Local Government (DCLG), formerly known as the Offi ce for the Deputy Prime Minister (ODPM), which launched the original legislation in 2005.


‘NICEIC is lobbying for Part P to be amended sensibly, with focus particularly on maintaining confi dence in the legislation, enforcing compliance by non- registered contractors and ensuring


consistency in these troubled times,’ explained Emma McCarthy, chief executive offi cer of NICEIC. ‘Our great concern is that the electrical contracting industry will be left in 2013, as we believe was the case in 2005, with an imperfect regulation, with little enforcement support from local authorities and very little publicity from government.’ NICEIC has surveyed its customers to get their view on Part P and what they would like to see happen to the legislation. ‘There is no doubt registered contractors quite rightly want to see


Part P amended for the better, and naturally they have very little regard for DIY electrical work,’ Emma continued. ‘I fi nd it quite remarkable that this review was inspired by comments, many ill-informed from DIYers, on the government’s Your Freedom website. Electrical installation work is potentially dangerous and should be left to the acknowledged experts. The electrical contracting industry’s voice must be heard, otherwise there is a danger the industry will be left with a shell of a regulation and the householder not knowing where to turn for a safe job.’

THE IET INTRODUCES UPDATED WIRING STANDARD


The Institution of Engineering and Technology (IET, formerly The IEE) has launched The IET Wiring Regulations, 17th Edition, BS 7671:2008 incorporating Amendment No.1, 2011. The amended IET Wiring Regulations set out the national standard for which all new electrical installations are to comply. The amended Wiring Regulations have been jointly published by the IET and the British Standards Institution (BSI) and feature important changes to the 17th Edition which was published in 2008.


One of the major changes in the amended Wiring Regulations is in Appendix 6 which introduces the new Electrical Installation Condition Report to replace the Periodic Inspection Report. This new reporting procedure has an easy to understand coding system and has been split into two areas: the fi rst relating to domestic or similar installations up to 100A and the second for larger installations, greater than 100A. Geoff Cronshaw, chief electrical engineer at the IET, said, ‘The amended Wiring Regulations, BS


7671:2008(2011), is based on CENELEC HDs and IEC standards, i.e. those of Europe and of the international community. The standardisation process is perpetual and standards are continually evolving requiring national standards bodies to incorporate the technical changes. ‘It is therefore essential that all designers and electrical installers familiarise themselves with the amended IET Wiring Regulations to ensure that the work they do is compliant and, most importantly, is carried out in a safe and appropriate manner.’ The amended IET Wiring Regulations can be purchased
